What is an MDC?

A Municipal Development Corporation is a Corporation wholly-owned by a Municipality, managed by a Board of Directors appointed by Council.

The Corporate structure allows municipalities to develop properties with the profits being returned to the Municipality in the form of dividends.

By acting as the “developer”, the MDC is able to directly control the design and amenities of new development to the benefit of the Municipality as a whole.

2017: Brampton decides to explore the concept of an MDC

In 2017, Council asked staff to look in to the possibility and process of creating a Municipal Development Corporation.   Staff returned a report that explained that Council would have to retain a consultant to assess the benefits and requirements of creating an MDC.

2018: Brampton commissions an independent needs/benefits assessment

Council retained N. Barry Lyon Consultants Limited (NBLC) to independently assess the benefits and process.
 

2019: Brampton receives the road map to create an MDC

N. Barry Lyon Consultants Limited provided Council with a report that answered two questions:  1) What are the benefits? 2) How do we proceed?  After weighing the benefits, Council decided to proceed.   The next step in the process was to create a business plan and draft policies for public consultation.

2020: Brampton chooses to initiate the process to create an MDC

The Menes Company was retained by the City to create a Business Plan and Draft Policies for an MDC.  In June 2020, Council accepted the Business Plan and Draft Policies in principle and to begin the last phase: public consultation.
